i play mine without windstorms and it has only hurt me in game once and i set up just fine (with the exception of energy).
all they really have to stop is invatation and driving howl, because it shouldnt be too hard to kill something with CC on it late game when your set up. and even early game you sould have your good friend warp point if you really need that turn to use powers.

but of course windstorms could never hurt.

No Mightyena? It really hurts your opponent when to force there active to the bench, then throw it away with Dusknoir....

    2 Duskull DP
    2 Nidorina MT

    2 Phoebe's Stadium
    4 Rare Candy
    1 Copycat
    1 Scott
    1 Castaway
    2 Warp Point
    2 Night Maintenance

    Energy:

    7 Psychic Energy
    3 Scramble Energy
    4 DRE

Thats what I would try based on your starting outline. With your gym and warp point you should not need cyclone energy. Dunno how much you really need crystal shard, thats up to what decks you see in your area, would be good if you fought a ton of garchomps I guess. I love copycat in this format, with so many delcattys out there one copycat can change the game, get you a new hand of 8-15 cards. Now nidoran has a pretty good starting attack and he isent the worst starter in the world so Chingling may or may not be needed. if you felt you could do without him you might run somthing like:

    Pokemon:

    4 Nidoran (F) MT
    2 Duskull DP
    2 Nidorina MT
    3 Nidoqueen MT
    1 Nidoqueen d DF
    1 Dusclops DP
    2 Dusknoir DP

    Trainers:

    4 Holon Mentor
    2 Strength Charm
    4 TV Reporter
    4 Celio's Network
    2 Phoebe's Stadium
    4 Rare Candy
    2 Copycat
    1 Scott
    3 Castaway
    2 Warp Point
    2 Night Maintenance

    Energy:

    7 Psychic Energy
    3 Scramble Energy
    4 DRE

The second list would give you more trainers to play with, more draw should compensate for the loss of chingling but make you stronger mid to late game. Just a few things you could try out and test before the tourney.
