Well, it prevents stacking and rigging cards like Pokedex, but that's about it. I think its a cool concept, just needs a little more than that.

This this is a little on the line of the Alph Lithograph cards.. And I don't think it would see much play.
We have N to shuffle our opponents deck and Random Receiver to shuffle our own. And they are rarely used for that purpose.
