[Repost, question was never answered] Garchomp Lv. X's Restore Attack

I am reposting this question because it was never answered. While I understand the fact that things have changed since the format where Garchomp Lv. X was legal, I am asking within the specific context of the Compendium Lv. X and the years 2008-2011 where this card was legal, and the rules that were in place then. Because this issue is not answered by the Compendium, I would like to have one from a judge, even if it doesn't mean the compendium being updated. I didn't see anything on this forum saying that asking about rulings for non-current formats is not allowed, therefore I don't see why this shouldn't be answered, even with a very quick one. Thank you.

Within the Compendium Lv. X, I found these two rulings:

Some abilities referring to "Stage 2 Evolved Pokémon" are receiving errata. These cards do not care if the Pokémon is evolved or not, only if it is a Stage 2 Pokémon. So, Stage 2 Pokémon put into play with abilities like Garchomp LV.X's "Restore" attack still count for these abilities. Glalie's correct card text should read: "(Poké-Body) Craggy Face - As long as Glalie is your Active Pokémon, any damage done by attacks from your opponent's Stage 2 Pokémon is reduced by 20 (after applying Weakness and Resistance)

Q. Would Mewtwo Lv.X's "Psybarrier" Poke-BODY prevent damage from an attack by a Stage 2 that was put in play by Garchomp Lv.X's "Restore"?
A. If the Pokemon has no other Pokemon cards beneath it (other than cards acting as Tools, etc.), it is treated as a Basic Pokemon and Psybarrier would prevent all effects of attacks from that Pokemon. (Aug 7, 2008 PUI Rules Team)

And of course, the text for Restore itself:

Search your discard pile for a Pokémon (excluding Pokémon LV.X) and put it onto your Bench as a Basic Pokémon. Then, you may search your discard pile for up to 3 basic Energy cards and attach them to that Pokémon.

Therefore, is a Stage 2 Pokemon put into play by Restore considered BOTH a Stage 2 AND a Basic Pokemon, or strictly a Basic Pokemon? Will Effects that affect Basics (Such as Down Material and Take Out), Unevolved Pokemon (Psybarrier, Regi Move), and Stage 2s (Craggy Face, Protect Wing) all take affect onto a Stage 2 that is put into play by Restore?

I did answer it.
It's the first word in my response.

"No."

Sorry if you missed that.
We don't answer questions based on "formats at the time".
We give official answers here that would be valid in an Sanctioned Unlimited tournament held today that used the cards asked about.
