Is there a Pokemon Power or Body that would stop the defending Pokemon from retreating or add additional cost for their retreat?

You can't go wrong with Sandstorm Cradily and it has an attack that pulls out anyone your opponent has on the bench as well. The Pokémon Power says no retreating to your opponent.

Cradily is very good with doing that and cradily ex is very powerfull so you could make an good deck. Also team aquas hidout.

Also consider slapping down Mirage Stadium.

Aqu. Octillery can remove all a pokemon's energy when the retreat would occur. imagine draining all the energies off an opponent instead of just a few.
