here are the things you can do
1 tool, 0 stadiums
2 tools, 0 stadiums
1 tool, 1 stadium
0 tool, 1 stadium
print it, save it, remember it.
these are things the windstorm can do, if it cannot perform any one of those actions, then it cannot be used.
unless we went over the much finer points of english, it would be hard to understand why the wording is appropriate for the ruling. and i am no grammer teacher(granted i did teach my class because my teacher was screwing up and got tired of me correcting him :lol
i won't go through it here, because as it was stated earlier. it was a moot point.

although the rules say that there can only be 1 stadium in play at a time. I suppose you are covering all possiblities, just like a good mathematician would do.
