Example:

I organize a tournament but I don't want evolutions to take place in the first turn (not with rare candy,not with Wally) just NONE.

Would this kind a tournament be Legal to Sanction????? So that my players at least appear in the unlimited ranking.

Just wondering.
 
No you must follow all rulings, rules, and tournament guidelines set down by Pokemon Organized Play in a sanctioned. No exceptions.

If you want to help get your players listed in the rankings. You should help as a professor to build better decks to face against one another and run more tournaments. Chaning the rules won't help in this way.

What if I tell you that PUI allows National Distributor to do this.
(in other words were the text says I, you have to read ND)

We have mailed several times about certain issues to PUI and NO action is taken.
It still goes on.
So tell me what's next?
Suspend the National Distributor from sanctioning, I would love that one.

All you do is complain, I wish you'd stop finding excuses to do so. In your post you said. "I organize a tournament but I don't WANT evolutions to take place in the first turn (not with rare candy,not with Wally) just NONE." Emphasis on the word want. You didn't say that the head person or whatever makes you do that, you said want. If you want to do that, then I suppose you can get away with it and have the toury sanctioned but players might complain. Why would you want to make a rule like that anyway? It just opens up a can of worms and in the end players will get angry.
 
If the organizer tells you that evolutions are not allowed in the first turn, I translate this as don't want to. That's our way to say it and I only try to translate it.

And this is happening under supervision of the representive of PUI.

First of all, I love your Sig, especially since I live in Utopia! Second of all, it looks to me like the problem the boys in the UK are having right now. Too many people are ignoring the rules and getting away with it, right under the noses of POP, whereas you and I would end up with some serious explaining to do. I hope this can be sorted out without someone getting into trouble, but obviously someone is not reading the rules right.
 
Sometimes I have to write away my frustration about OP (or better NO OP) in my country.
To many things happened and time goes by without a view on better times.
In the UK there are at least a few people organizing Modified and according to playing and floorrules.


And yes, we want to move to Utopia, being ranked in Utopia, playing Pokemon in Utopia, having equal OP in Utopia and NO distributors are allowed to enter Utopia. (me keeps on dreaming)
 
Well, if you do, you'd be welcomed by me and my family. My son Josh is currently ranked #1 in Ontario, Canada, so he could use some competition from Utopia. Oh, yeah, No distributors to be seen here!
 
When we know the location of Worlds 2005 there is a big change we first are going to visit family living spreaded over Ontario, before we are trying to grinder into Worlds.
