Scoop-Up Block and Devolution

There are several Trainers, Attacks, and Abilities that cause devolution. If the effect specifies that the Evolution Pokémon would go to the hand (Devolution Spray, etc.), is the effect blocked by the Scoop-Up Block Ability on Mr. Mime (TEU)?
