Nothing stops you from playing with your old cards.... but as we wait for the annoucement of the major tournament format, RSon becomes more and more likely.

Individuals not having RSon cards will have no impact on the final decision: its 'business' remember.
 
I don't think there will be any R/S On format this soon. Even 3 expansions would make a too small card base. And I really doubt Nintendo would make such a strange decision... Expedition On is much, much more likely.
 
Format?

If I could have my dream format is would include:
LC on, best promos, and 3 key new promos double gust, focus band and cleffa.
I think LC offers a lot to the card pool with cards like bill (oracle w/o bill?), muk, zapados to name a few. Cleffa is, well,er, cleffa. Double gust would get real interesting with the one retreat per turn rule. And focus band makes low hp 1 stage pokes more playable in an environment where big hitting and/or high HP pokes reign supreme.
 
Er, we simply need the Expedition block in Modified along with EX.
That, or EX2 should better have a gorgeous Trainer base, because without good Trainers no deck's going anywhere. Because the Trainers in EX are just, well... extremely low level Trainers. They can't support any serious, competitive Constructed deck strategy as of now.

So my vote goes to EOn. (Nice name! My bet is, it'll stick like MMP :D)

EDIT: About LC and promos: of course, the more cards in the pool, the better. ;)

My vote goes to E-on. Like most said I think that the card pool in R/S on is limited and not a very good trainer base. It would be nice to see the best promos but I doubt it. Since the league and stuff starts in October wouldn't you think they'll have an announcement soon about the next format to atleast give us a month to playtest and everything. At least that's what i'm hoping
 
I think the format should include LC because Web was released in Japan to bring a lot of the "classic" cards into the "e" format and we never had that here. There is a lot of overlap between Web and LC. And Best promos fits in there for the same reason.

The resident "old school" format is Unlimited. Although, if you're suggesting a format where you can't use cards from after a certain set (or even if that isn't your idea), that would be an interesting twist. Maybe Pre-Neo?
