second issue with Colress Machine

I do not understand the difference between using a cover fossel with a full bench and using colress machine with four plasma energy in play?

Cover fossel is not able to be used when I have a full bench meaning it is known I can not put it on my beach.

Colress Machine is also searching a deck fully knowing that I can not pull out a plasma energy.

Could you please expalin how they are differnt so that i can understand it.
