Strategy is get out poleon and use ability for speed then use Pham for tank against eels

Actually, Ultra Ball/Pokemon Communication/Dual Ball combo is best here.

Take it from the person that clearly over tested anything with Piplup/Evo's.

For some additional draw, you could safely drop a Prinplup for your choice of N, PONT, or Juniper (I'd suggest Juniper).
