Sleeve Question* Yes another one*

Recently I got a set of Ultra Pro POP liscensed sleeves from a friend and I was wondering if they are legal?

Set 1 Blue back with pokemon like Garchomp, Eevee-lutions, Houndoom * Just like the ones giving at at last years worlds in the welcome bags*

Set 2 Full art with Plusie and Minus and a few more

set 3 Black backing with different colored pokemon on the bottom like Palkia and Dialga.

The rule on sleeves is they must have: plain backs, or official Pokemon art that leaves a solid border of the same color around all sides of the sleeve. If the Pokemon art extends to the edge of the back, it is not legal for tourney use.

Set 1 had some damaged sides in one manufacturing run, creating a marked deck, if you look at it from the side some sleeves were bright white, others blue. Later runs may not have had the same problem but be wary.
 
1. Yes. Official Pokemon sleeves can have artwork as long as the artwork doesn't go all the way to the edge.

2. Not if the art goes to the edge. If these are the ones I'm thinking of, they are not legal.

3. Same thing as above. I don't know which sleeves they are so you can tell yourself if the art goes to the edge.
