Offense
Use Azumarill until you get Gardevoir ex rolling. First use Drizzle, followed by his second (and very over-powered attack). After getting Gardevoir ex powered for his second attack, run wild... wreak havoc... whatever you must do to win fairly from then on out is fine.

Defense
There isn't one. Nor does there need to be.

Support
Use the trainers to keep your Pokemon from being Knocked Out. Use them as your main draw mechanics. Make sure you Drizzle at least 5 Water Energy onto Azumarill. Do this by using Professor Elm right before you command your attack. It works well, and should convince you of Azumarill's real inner stength.

I know you think I have too many energy, but think! This is pretty much a reincarnation of the good old Rain Dance deck, but with a very coll strange twist... using Psychic Pokemon instead of other Big Basic Water Pokemon.
 
This one's fine for Neon Modified, but whatever the next Modified is, this deck will have illegal cards. Not that it's a bad deck, just letting you know.
 
The good news is, you'll only have to edit the Trainer engine for that. How depends on what the Modified becomes.
