Scyther_trainer PMed me this message, that looks to address this question by referring to one that was asked and answered previously:

Please see this thread as a support to my ruling on Saturday.

I just tried to edit Goroy's original thread to add more detail, but was unable to do so.
Sooo, I decided to start another related one up, in order to add more detail in the description.

Suicune EX's "Energy Flip" attack states:
"Choose 1 of your opponent's Benched Pokemon. This attack does 10 damage to that Pokemon. You may move an Energy card attached to that Pokemon to another of your opponent's Pokemon. (Don't apply Weakness and Resistance for Benched Pokemon.)"

Double Rainbow Energy states:
"Double Rainbow Energy can be attached only to an Evolved Pokemon (excluding Pokemon-ex.) While in play, Double Rainbow Energy provides every type of Energy but provides 2 Energy at a time. (Doesn't count as a basic Energy when not in play and has no effect other than providing Energy.) Damage done to you opponent's Pokemon by the Pokemon Double Rainbow Energy is attached to is reduced by 10 (after applying Weakness and Resistance.) When the Pokemon Double Rainbow Energy is attached to is no longer an Evolved Pokemon discard Double Rainbow Energy."

Ok, as Goroy stated he had an Active Suicune EX and I had a Double Rainbow Energy card attached to a benched Wailord. He tried to use Suicune EX's Energy Flip attack to move this Double Rainbow Energy card to a benched Swinub that I had, and subsequently discard it.

Although it was ruled that this could not be done because doing so would go against the first sentence in Double Rainbow Energy's description, later on during the day several others of us looked at both cards' descriptions in more detail. The consensus was that because Suicune EX's attack uses the work "move" and Double Rainbow Energy uses the word "attach" that Suicune EX would in fact be allowed to do this, since it was not going against what was stated on the Double Rainbow Energy.

Soooooo, what is the true, accurate answer here???
