1.When you play S!T, do you have to call out then name of the pokemon or discard that pokemon before searching your deck?

and

2.When you play S!T and search your deck and find that it only has the same pokemon that you are swooping, can you not do the swoop?

This is mostly answered from the card text:
1. It tells you to search for, not name, a basic; so calling your shot is not part of the play (b/c this is Swoop! not HORSE  ). Further, you must search before you discard. If you don't find a basic, you don't discard.
2. It doesn't say, "you may", so once you play the card, you're committed to do the discard of one of your basics in play IF you find any basic in your deck.

And I'll touch on a misplay that I noticed a lot at Nationals which probably led to your question.
As 'snore notes, you search first, then discard. I saw many, many top players discard before doing the search. I was considering starting to issue Cautions etc. for the misplay and will discuss it with the other judges before Worlds. This is a case where the order does matter, especially if you don't find another Basic!
