Strategy:
Get out a Ho-Oh ASAP and start doing major damage. The deck is a lot like skittles but goes for more of a T2 setup and plays no supporters. So far it has done really well and I think that I am 5-2, winning all gardy matches and losing to walrien absol and some other rogue.
 
lower the ho-oh count and add in pachirisu Masterball is great but I'd rather have to worry about evolutions only instead of all those basics and such.
 
i dont think 4 night maintenance is really neccessary. i play skittles with 2 and it works out fine. if i ever get into a situation where i need more than that, i usually cant win any way.

I have almost an exact same deck, why claydol? porygonZ Is better, since you have a rainbow deck, Coversion can change
the type into the defending pokemon's weakness.
 
without windstorm you are looking at near autolosses to any deck running cessation crystal. which, not incidentally, are often water decks, which makes your problem even worse
also, you need 4 togekiss OR 4 ssu, not both
