Tamato Berries

I want to EV train the Pokemon that I am going through the main storyline of my game with. I have been buying five EV lowering berries from the girl outside Nimbasa city near the Driftveil Bridge each day, but I have yet to see any Tamato berries, in my and my siblings games.
Are they super rare, or can you just not get them from her?
If you can't get them, is there another way to get them in game(I cannot access the Dream World)?

You can get them from the Join Avenue Florist that sells either Stable or Growth Mulch when they hit level 9.

For some reason, the Person wasn't programmed to sell Tomato Berries.
