The ability for Tea Break states that you “may draw two cards”. Are you actually required to draw the two cards, or is it similar to Galarian Meowth‘s ability for discarding?

It would be helpful if you gave the card name, set, and number and also the full text. Off the top of my head i'm guessing it's Polteageist based on the name of the Ability.
You must discard a Pokémon that has the Mad Party attack from your hand in order to use this Ability. Once during your turn, you may draw 2 cards.
The "may" part means you do not have to draw 2 cards during your turn - the action of drawing 2 cards is optional, not mandatory.
If you decide to draw 2 cards, you must discard a Pokémon with an attack called "Mad Party". Once the card is Discarded, you draw 2 cards.
Once the Discard occurs, you must draw 2 cards.
I cannot find the Galarian Meowth ruling but the Ability is different:
You must discard 2 cards from your hand in order to use this Ability. Once during your turn, you may search your deck for a Galarian Perrserker, reveal it, and put it into your hand. Then, shuffle your deck.
You can fail a deck search when searching for a specific card.

Yes, that Polteageist is the card I’m referring too with that ability. I started playing with the mad party deck and wasn’t sure based on the card wording if I could discard and refuse to draw two based on the “may draw 2” text. It’s good to know that I’m required to do so. I mentioned Galarain Meowth as I know some people use that card solely for discarding cards without pulling the Perrserker.
