would tm devolution work against luxray if it came into play at the beginning of a match using its explosivness ability (no evolving from shinx or luxio) or would it not devolve because there is nothing to devolve to
Ie you start off with a luxray turn one and nothing comes into play then on your oppients first turn they attach energy and use devolution would they win in that case

No, There is a difference between an Evolution Pokemon (Stage 2 card) and an evolved Pokemon (has a lower stage underneath it in play).
Luxray in this case is not an evolved Pokemon.
