60 spread in the form of damage counters and guaranteed paralysis for the cost of discarding two Energies... yeah, might be a tad too strong :p
 
If it's that OP I'll change it to 5 counters. That way it 4-hit K.O.'s an EX instead of 3-hit K.O.'s one.

Honestly, the fact that's a Mega and that Raging Thunder is hard to use on consecutive turns should keep it in check, though.

It's not hard to use on consecutive turns though. The attack doesn't specify that you need to discard a specific type of Energy, so any form of energy acceleration whatsoever that doesn't require an attack, including DCE, will let you spam that attack for a good while. If you changed the attack to discard :lightning: Energy specifically, it would be harder to use consecutively. Or, even more creatively, you could require it to discard two Special Energy.
 
Ampharos is my favourite electric type Pokémon yet it doesn't get near the amount of attention it deserves. I think this idea is great and can actually see it on a real card. A full art version of Mega Ampharos would be amazing.
