No, the Ape is too slow.
I personally prefer Heatran+Typhlosion.

Too slow? Constant 80 for two energies is too slow? Heck, you don't even need to recycle the energies. I don't know how you can consider Infernape slow, while you're using Typhlosion as an example who only does vanilla 60 for 3 and can only discard water and multi energy.

This is still even assuming Kingdra becomes big, considering AMU owns it to oblivion.

I would personally play Magmortar X + Heatran X + Rapidash (IFDS). That's the best combo that I can see coming.

Like it was probably mentioned, the big problem here is leveling him up and then having to somehow retreat him. And even then, let's face it, there are a lot of popular water decks out right now as well.
