Well, this is my take on a counter. Edit, try to make it better.

    23
    4 Eevee
    2 Leafeon #6
    2 Leafeon Lv. X
    1 Espeon
    1 Vaporeon
    3 Shuppet
    4 Banette
    2 Baltoy
    2 Claydol

    23
    4 Crystal Beach
    4 Cessation Crystal
    4 Celio's Network
    4 TV Reporter
    3 Roseanne's Research
    2 Team G's Wager
    2 Night Maintenance
    2 Warp Point

    14
    4 Multi
    5 Psychic
    4 Grass
    1 Water

    Strategy;
    Use Banette against GG
    Use Leafeon against Empoleon
Use Crystal Beach/Cessation Crystal against Eeveelutions

Empoleon - Call is bad for Eevee. It's kind of like running Call with Pachi.

    Anyway, here's my list:

    Pokemon (22):

    Leafeon Lv.X x2
    Leafeon x2
    Espeon x2
    Umbreon x1
    Jolteon x1
    Vaporeon x1
    Eevee x4
    Banette x4
    Shuppet x4
    Claydol x2
    Baltoy x2
    Holon's Castform x1

    Trainers (21):

    Bebe's Search/Ceilio's Network x4
    TV Reporter x4
    Roseanne's Research x3
    Cessation Crystal x3
    Crystal Beach x3
    Team Galactic's Wager x2
    Time-Space Distortion x1
    Night Maintenance x1

    Energy (17):

    Multi Energy x4
    Psychic Energy x5
    Grass Energy x4
    Lightning Energy x2
    Water Energy x1

    Cool idea, BTW.

If someone who won Nats AND Worlds in the SAME year makes a counter, I think it'd be good.

    Go Curran!

Empo; Your kindof right w/ scott, but Call is def not needed
Arceus; Thanks, I changed it around alittle
    Dustin; Thanks.
Mudkip; You need all the cessation you can get.

I tried this exact concept before nationals. It just doesn't work. Banette doesn't beat Gardevoir, as much as people would like it to. Pairing it up like this only makes the win percentage go down.

Yeah, after testing a little more, I definatly think 4 Cessations and 4 Beaches are necessary. I've changed my list around:

    Pokemon (25):

    Leafeon Lv.X x2
    Leafeon (Holo) x2
    Espeon x2
    Umbreon x1
    Jolteon x1
    Vaporeon x1
    Eevee x4
    Banette x4
    Shuppet x4
    Claydol x2
    Baltoy x2

    Trainers (21):

    Ceilio's Network x4
    Crystal Beach x4
    TV Reporter x4
    Cessation Crystal x4
    Roseanne's Research x3
    Time-Space Distortion x1
    Night Maintenance x1

    Energy (14):

    Multi Energy x4
    Psychic Energy x4
    Grass Energy x3
    Lightning Enregy x2
    Water Energy x1

Hm... in my list, the only thing that seems to really be missing is Wager... I tihnk I've got to put it in here somehow...

    Have you tested the deck?

Edit: Shadow Zangoose: A OHKO on Gardevoir isn't good? And the Eeveelutions on their own already have a decent matchup against PLOX... like 50-50 or something.

Go down to a 3-4 Banette line and find space for a 2nd Warp
    Switch Wager for Copy

Kind of want to play Lake Boundary to take adavantage of Weakness a little more.
I mean with so many different types of energy being used and with Banette.....
but Crystal Beach is also pretty solid.
