With a Liepard with Assist or Mew EX active, and a Celebi ex and an evolved charizard on the bench, will the active pokemon be able to use Charmander's attacks?

No. They don't get access to the Ability's effect remotely, just attacks printed on the Pokemon in Play.

(an earlier evolution is not a "Pokemon in play", it is a card attached to the in play Pokemon.)
