Maybe not viable, but this would be fun to pair with Raticate and Bronzong (no heal) against an EX heavy deck. Imagine someone trying to save their EX after being reduced to 10 HP left....their benched EX comes up and KO's the Raticate. Bring up another Raticate and get ready to give up 2 prizes for 4 when you lay this down! 
Don't underestimate the power of 10 HP. The amount of EX Pokemon with 170HP and the amount of non-EX whos atk does 80 dmg is big. (To demonstrate the true power, take DeoxysEX(PF) vs Espeon(PF), with one energy you could two-shot the Deoxys while it is still on the bench) Not to mention it serves the same function as Virbank, alowing you to oneshot 180HP-EXs with a laser at hand.

Any Pokemon EX in play have 10HP.
Grammar Failure. Any Pokémon EX that is in play has 10 HP less. You also forgot the word "less".

Ummm Pikabruce was joking, what he said was intentional to make Pokémon EX incredibly weak.
