    Pokemon:20
    4-2-1-1 Torterra/Torterra Lv. X
    4-2 Vespiquen
    4 Sneasel DP
    2 Weavile SW

    Trainers:24
4 Bebe's Search (no Celio's Networks) *gets any pokemon in the deck)
    1 Prof. Birch
    1 Prof. Rowan
    2 Rival
    2 Sidney's Stadium
    1 Speed Stadium
    1 Quick Ball
    2 Energy Search
    1 Plus Power
    1 Pokedex Handy910is
    3 Potion
3 Switch - since the Torterra line have high retreat costs
2 Super Scoop Up - if Weavile gets heavily damaged

    Energy:16
    2 Basic Darkness
    4 Special Darkness
    10 Grass

The idea is to use Weavile to grab the Special Dark energies, and put them on the Turtwig/Grotle/Torterra, and use it's Poke-Power to make the Grass Pokemon Dark Type to get the bonus from the Special Dark energies.

The Sidney's Stadiums are also there to use with the Weavile Poke-Power.

There's probably a better set of Pokemon to use as support than the Combee/Vesipiquen. Also, my trainers aren't the best, but I use what I have (no Rare Candies for example).

    Any suggestions would be welcome.

Dont worry about putting together a Torterra Deck until the Grass Eevee evolution X is out. Hopefully it will be in the next set.

If you go wiht this list, Remember that Torterra is Dark after using Weavile and you can't remove damage form it. This is one of Torterra's draws to withstanding good damage!

I've played Torterra, so I'll give you some suggestions.

4-2-3-1 Torterra Line. You want multiple Torterra's out at once, and use switch/warp point to rotate them, never letting one die.

2-2 or 3-3 Vespiqueen. Probably 2-2, but it depends on preference and such.

4 Stantler or something as a starter.

2-3 Windstorm to counteract Lake Boundary, as Magmortar hurts.

3 Buffer Peice to protect, along with 3-4 Potion and 2 Super Scoop Up.

    4 Rare Candy

    3-4 Castaway

    1-2 Cessation Crystal

4 Celio's Network (it outplays Bebe's by a bunch, but if you don't have any, Bebe's will suffice)

    2-3 Roseannes

    3 Switch/Warp Point

    3 DRE + 2 Scramble NRG.

    2 Copycat

    1 Wager

    3 Steven's

    1 Professor Birch for anti-Absol.

I hope that gives you a starting point! Good Luck!

EDIT!!!: Sorry, I missed the note at the bottom of your post. (no rare candies and such) Take this list ^ and make it your goal, I'll give you a cost effective fix ATM.

Put Speed Stadium to 3, so you can knock Lake Boundary.

Condense your trainer engine to a few types of cards: 3-4 Straight Draw: TVR, Birch, Rival, Oaks Visit, [Steven's if you have any.]

2-3 Shuffle Draw: Copycat, Wager, Oaks Research, Rowan ect...

    4 Bebe/Celio

    2-3 Basic Searchers: Roseanne's Research/Holon Mentor

2-3 Castaway (with this deck, Castaway is a must for retriving Buffer Peice)

    3 Buffer Peice

    4 Potion

    2 Super Scoop Up

    3 Switch

(and, because you have no Rare Candy, put your Torterra line up to 4-4-3-1.
