Lunala (CEL 015)'s "Lunar Pain" attack and Aegislash (BKP 62)'s "Painful Sword" attack both read: "Double the number of damage counters on each of your opponent's Pokemon." Is this considered 'placing damage counters,' and would it be prevented by the Metal Goggles (TEU 148) tool card or similar effects?
