If I were to have 2 damage counters and a star piece on a basic pokemon, could I go through my deck and not pull out an evolution? The card doesn't say 'you may', nor does it say your opponent may check your deck to see if one is to be found. Is this card one of those 'your on your honor' type deals?

Well if you DO have an evolution in your deck you must play it; there is no optional choice based on the wording of Star Piece. But if you DO NOT have an evolution in your deck, then you or your opponent may call over a judge to verify that there are no evos in your deck rather than disclosing the deck contents to your opponent.
