Hi,

Would I be able to use the card Gust of Wind in a current deck as a substitute for Pokemon Catcher, if I had a Proxied reference of Pokemon Catcher? Same with the old Energy Retrieval (Not have to discard a card from my hand), and Energy Stadium (a.k.a. Burned Tower)?

It's not the same question.
The first is a different name, so a different card.
You can't play one card and use a reference for a totally different card, just because they have a similar effect.

Energy Retrieval is a case of a reprint with changed text.
In that case, you can use a reference copy of the new card with the correct text to play older copies.
It has to be an actual card. Printed text or images of a card are not acceptable as references.
Pokemon has stopped printing reference documents.
