After much consideration, this is the deck I came to:

    Energies (21)
    11 (G) Energies
    10 (R) Energies

    Pokemons (16)
    4 Nincada (Dra)
    2 Ninjask (Dra)
    2 Shedinja (Dra)
    2 Growlithe (Sand)
    1 Arcanine (Sand)
    3 Exeggcute (Aquap)
    2 Exeggutor (Aquap)

    Trainers (23)
    2 Lum Berry
    3 Forest Guardian
    2 Strength Charm
    4 Buffer Piece
    2 MooMoo Milk
    4 Potion
    3 Gust of Wind
    3 Bill

    How's that?

What's the theme? I don't see any synergy (cards that work well together) or combos or anything. What are you tryiing to accomplish?

    Woop, woop! Woop, woop!

    2 Lum Berry
    3 Forest Guardian
    2 Strength Charm
    4 Buffer Piece
    2 MooMoo Milk
    4 Potion
    3 Bill

The strategy is to get Growlithe during your first turn so that your opponent will be burned.
Next, you must get Shedinja out so it can defend from any evolved Pokemon.
attach as much Buffer piece to Shedinja, in case your opponent has any Aquapolis Electrode.
Lastly, if you have only one prize left or your opponent doesn't have any benched Pokemon, discard all energies from all your Pokemon to have a really big blast from Big Eggsplosion.

I'm a lousy deck maker. That's why I'm asking your opinion.

    1 Shiftry (Sand)

    3 Forest Guardian
    2 Strength Charm

Return as much energy card back to your opponent's hand with Fan Away to use a super strong Light Touch Throw.

Looks like a deck I made some while ago. Attacking with Ninjaks retreat for Arcanine semi-powering him up (or power up, if he had a fire energy attached) is really, really fun. I would change the trainer line though, too many Pokémon Tools and not enough draw. And Eevee's right, Bill is not allowed in Modified, or you could have meant Bill's Maintenance.

    3 Oak's Research
    3 Oran Berry
    3 TV Reporter
    3 Switch
    2 Low Pressure
3 Rare Candy (helps with Shiftry)
    1 TV

Try something like that. I would also take out 2 or 3 Energy's and add more Shiftry (I suggest 2 of each).

No Shiftry, Cacturn. works perfect in this deck, I think.....

Lets see... i will remake deck, with the same basic idea... though getting the cards may be tough....

    Energies (16)
    10 (G) Energies
    6 (R) Energies

    Pokemons (20)
    2 Dunsparce
    3 Nincada (Dra)
    3 Ninjask (Dra)
    2 Shedinja (Dra)
    3 Growlithe (Sand)
    2 Arcanine (Sand)
    3 Cacnea (Poison Payback)
    2 Cacturn

    Trainers (24)

    4 Shaman/Oaks Research
    3 Bills Manteniece/Reporter/Underground Expidition
2 High Pressure Systems/Low Pressure Systems
    4 Warp Point
    1 Fisherman
    1 Town Volunteers
    3 Potion/Buffer/Moo-moo
    3 Briney's Compassion
3 Master Ball??? (dunno, ran outta ideas, filler)

The premise would be, start with Sparce, S&R and hide behind a Cacnea/Growlithe. I limited R energy, since you only need 1 on Arci, and he discards all attached on a flip, you would want only 1 on him anyways. Fisherman essentially frees up 3 spots from NRg pool. L/H Pressure is a choice you will have to make. Free retreating Fire or 10 HP boost for Grass, this deck makes it a tough call.. could go 1/1, experiment and determine for yourself. Took the focus off of ungodly amount of Healing/defense cards, shifted it to speed up the deck. This deck does decent to moderate damage, just needed a speed boost to get it going. Worrying about the little damage too much wont help in long run.

*Side note, the last 3 card fillers could be Nincada, Arcinine, and Cacturn....

Good. The only problem is I don't have any Cacturnes.

ok, what about NH Shiftry, try this....

    -3 Cacnea
    -2 Cacturn
    -3 Masterball/Filler

    and then either
    +3 Seedot
    +3 Nuzzleaf
    +2 Shiftry

    or.......
    -above plus one more
    +3 Seedot
    +1 Nuzzleaf
    +3 Shiftry
    +2 Rare Candy

His HP is better, so he lives longer, but I feel Cacturn fits the deck better... Its only 2.... try and get them....
