Uncollected Travel Awards

If a player wins a travel award at State Championships, and he/she cannot attend Nationals, can another player who is able attend Nationals (like a sibiling in the same age group) collect said stipend at Nationals, with the consent of the first player?

I know that Scholarships can be transfered from player to player, so why couldn't a $300 stipend?

Because the travel award is meant to partially cover the expense of going to Nationals...it's NOT a cash prize. And since the events are 'one and done', a player would not have the opportunity to 'win' two awards in the first place....

Mom'-I meant a player who did not already win an award, but is planning to go to nats using his/her own money. And the player who won the award in the first place was 100% certain he/she would be unable to attend Nats.

AFAIK, the prizes are non-transferrable; you'd have to email POP for a definitive answer.
