Hello,

I want to know if garbotoxin can disable poke-power, poke-body and pokemon powers.

For example:
Blastoise (base set) pokemon power rain dance
Blastoise (unleashed) poke-power wash out
Blastoise (plasma blast) ability deluge

Charizard (base set) pokemon power energy burn
Charizard (legendary collection) poke-body energy burn
Charizard (expedition) poke-power burning energy

How does garbotoxin affect them???

No. Abilities have no game relation to Pokemon Powers or its sub-types Poke-Powers and Poke-Bodies.
