A variant of the Vanilluxe-Vileplume-Victini idea. Used to clearly lay on constant damage while paralyzing, with Fliptini increasing the odds, while Vileplume is self-explanetory (for noobs, it stops any use of Trainer cards whatsoever). Here goes nothing:

Pokemon

Quantity ---- Name ---- Total
4 Vanilluxe Noble Vic. -- 24 PkMn
3 Vanillish Noble Vic.
4 Vanillite Noble Vic.
2 Fliptini
1 Benchtini
2 Vileplume
1 Gloom
3 Oddish
2 Cryogonal Noble Vic.
1 Cleffa COL
1 Elekid Triumphant

T/S/S
Quantity ---- Name ---- Total
3 Prof. Oak's New Theory -- 22 T/S/S
2 N
2 Level Ball
3 PkMn Communication
3 Seeker
3 Copycat
1 Revive
1 Eviolite
1 Dual Ball
1 PkMn Collector
1 Twins
1 Rare Candy

Energy
Quantity ---- Type ---- Status ---- Total
--- 3 --- Fire --- Basic -- 14 Energy Cards
--- 8 --- Water --- Basic
--- 2 --- Rescue --- Special
--- 1 --- DC --- Special

+_____
60 cards

How the deck works:
[Pokemon
Vanilluxe:
Using Double Freeze at it's best. Keeps the enemy Paralyzed, while damaging with the aid of Fliptini.
Fliptini:
Helps Vanilluxe with it's coin flips, provides Benchtini energy.
Benchtini:
A Durant repellant (How fitting). Paired up with Collector.
Vileplume:
Keeps Trainers away from the field, making opponents partially disabled.
Cryogonal:
Donphan Counter.
Cleffa:
Get's new hand, good stall.
Elekid:
Good Stall.

T/S/S
Oak's New Theory:
Single Purpose.
N:
Distorts Enemy's plans (A gamble), and good start for new hand.
Level Ball:
Brings Gloom, a Tini, Cryogonal, ect.
PkMn Communication:
Single Purpose.
Seeker:
Like a Super Scoop Up, recovers damage, brings back Energy, can provide a win by bringing up last bench PkMn.
Copycat:
New hand.
Revive:
Single Purpose.
Eviolite:
Good for Benchtini.
Dual Ball:
Single Purpose.
PkMn Collector:
Single Purpose.
Twins:
Catch-Up to get Plume and Tini.
Rare Candy:
Single Purpose.

Special Energy
Rescue:
Keeping Benchtini and Vanilluxe
Prism:
I dunno why, but it always comes in handy, every game I play.
Any ideas, improvemennts, friendly critisizm? Post it! I'm planning on using it for Nationals, so I would like it at it's maximum potential. Thanks you all of your help. Anyone can use this deck, just give me credit, cool?

It is still a decent deck :) but it seems like you're focusing on some unnecessay things.
Sorry, but with the fast format we got now it is not likely that you will get a Vileplume up with only 1 gloom, 1 rare candy and 1 twins.
I don't think it's worth using benchtini against durant. If you get the trainerlock it's very hard for Durant to continue and it doesn't matter that you don't OHKO them as long as you can paralyze them.
Also I don't see we you would need a counter for Donphan. You allready covered it's weakness with Vanilluxe.
When using trainer lock deck it is important to build the deck up in a way that doesn't need trainers at all except for setting up the very first turns. So all those singe trainers that's useful during midgame should be cut out.

-15
-1 benchtini
-2 cryogonal
-2 level ball
-1 revive
-1 eviolite
-1 dual ball
-3 Fire energy
-1 DCE
-1 Elekid (you don't really need stall in this deck if you can make the paralyze lock work. If not, Cleffa stalls just as fine)
-2 Seeker

+15
+3 Twins (it's a slow deck so you're likely to get behind, and twins will be perfect for getting the last things you need to lock them)
+3 Rare Candy (setting up Vileplume as fast as possible is one of the most important things with this deck)
+3 Pokemon Collector (it's important to get all the basics you need out fast so you got something to work with)
+2 Rescue Energy (this and a water energy is all you need for the main attack to work, so it fits in perfectly. When you get it back you can just starti setting it up again, which will be safe as long as you have Vileplume)
+4 Professor Elm (you will need these to set up after the trainer lock has started. Once you have used one Collector you can just this afterwards to get everything you need)

I know this looks really simple, but you wanna aim at consistency instead of all these single cards that you can't use in most situations.
Good luck with the deckbuilding and Nationals :)

I'd mirror a good chunk of Simwar's post.

You need to focus on consistency.

4-4-4 or 4-4-3-1 Vanilluxe line (the 1 being the one with the Ability to switch).
2 Pichu and 1 Cleffa. (or 1-2)
Only 1 Cryoganal max.

3 N
4 Pokemon Collector
No Eviolite
3-4 PONT is good

1 Seeker if you feel like it (3 is way too much, it helps your opponent heal their damaged Pokemon)

4 Twins is prerequisite
3 Rare Candy
Haven't tried PETM (prof Elm's) but it might work.
1 Flower Shop Lady.

2-3 Rescue
2-3 DCE
about 8 Water

Vileplume and Paralysis is your Durant repellent.

Hope that helps!

If you run 4-3-4 or 4-4-4 lines I would strongly suggest running a few sages trainings in there because you can usually dump some leftover copies I Pokemon of you already have them up, like dump anything in the vile plume line once you have one set up

Here is a much more consistent list

3 Vanilluxe Noble Vic. -- 24 PkMn
4 Vanillish Noble Vic.
4 Vanillite Noble Vic.
1 Vanlluxe Next Destinies
2 Fliptini
2 Vileplume
1 Gloom
3 Oddish
1 Cleffa COL
2 Dodrio
2 Doduo

4 Prof. Oak's New Theory -- 24 T/S/S
4 N
3 PkMn Communication
2 Seeker
2 Judge
3 PkMn Collector
4 Twins
2 Rare Candy
1-2 Tropical beach ( If you have it, or can afford it. It's a huge boost )
2 Professor Elm's training ( If you don't have beach )

Energy

4x Rescue
6x Water

@Puff N Stuff
I don't see how you can call your list more consistent.
Your list is just waiting for your opponent to take the first prizes so you can start setting up with Twins.
And I don't think Tropical Beach fits into this deck. Sure it might help you set up IF you get, but your not likely to get without Twins. And once you started your lock, it will just be a nice way for you opponent to get some extra cards for their setup since they can't attack anyway.

Say you play against MTC:
Lets say you go first so that you don't get donked. You can't really do anything but use Collector and Cleffa. Since you are not likely to start with Cleffa you will need one energy to retreat leaving you with 9 energies left in the deck. Lets say you where lucky and rescue wasn't the only energy you started with.
Their turn 1: They set up Tornadus and if your Cleffa is asleep they catcher something els and ko it.
Your turn 2: You use Twins to get Rare Candy and Vileplume, but since you can't use any other supporters you can't set up an attacker so you have to sacrefice something while setting up your Vanilluxes. However you're lucky to have one of the 9 energies.
Their turn 2: They take their second prize since you don't have anything in your deck to sacrefice with more than 80 HP, that you don't need for your setup.
Your turn 3: You are lucky to have 2 Vanillish and one of the 8 energies left in your hand. But you have to sacrefice something again.
Their turn 3: They take their 3rd prize.
Your turn 4: You are finaly ready to attack and lock up their Tornadus.
Their turn 4: They are locked, but since they have been moving energy to Mewtwo they just load him some more and use Tropical Beach.
Your turn 5: You get your first Prize or stall for another turn
Their next turn, they OHKO your Vanilluxe with Mewtwo and take their 4th prize.

So now you're down by 3 prizes even though you had a lot of luck to setup.
You don't really have anything to continue your setup, but 3 Twins, some lucky Professor Oaks or N. Even though you get the evolutions you need it's gonna be hard to get 2 out of those 7 energies left so you can continue the paralyze lock.

This, RIGHT here, Is awesome, guys! I'm going to try and get what you said into my deck. I'm not sure if I can get 4 Collector in here, but I'll make due with what I have. Should I put in a Pichu? I'm thinking it's a good idea, but he can be an easy donk, and I've seen many a donker around my league. What say? I'm pretty sure I can get Slippery Soles Vanilluxe in, he'd be a substitute for Switch. I also don't know if Rare Candy is doable either, since the price at Collectors' Cache is $3 apiece. I guess I'll have plenty to do next league, then! Thank you all for your help! If any of you are going to Nationals, I hope that we may meet each other at worlds!
-Nuva267 out.
P.S. Can anyone give me tip how to play this deck in the best way possible? Honestly, I've really gotten used to that Ice Cream Cone, but I wonder If you guys have any tips. If you have any tips, please do tell me! I would probably faint if I got into Worlds.

Do your best to get 2 more rare candy's. Turn 2 Vileplume is really key to winning with this deck.
