Vileplume #6 [BUS] Disgusting Shadows ability VS Dragonite V

Dragonite V's Shred attack reads "This attack’s damage isn’t affected by any effects on your opponent’s Active Pokémon." but because Vileplume #6 [BUS] Disgusting Shadows ability (when in the Active spot) prevents your opponent's Basic Pokemon from attacking, this would stop Dragonite V from being able to attack, correct?

That is how i would rule it. The Attack's Damage has an effect on it but in order to get that effect the Attack must be done. Disgusting Shadows prevents the launch of the Attack itself.
