Here will clear things up

You must make a 2 Stage Pokemon *Both must be from Gen 1*

Their strength, HP , etc must be the same level as the card would be on that era

So you can't make a 100 HP dark Gyarados or 130 HP misty's Gyarados
 
Alright, here is my card.

Picture: Blaine's Arcanine jumped high in the air and is about to use Flame Wheel.

As long as Blaine's Arcanine is your Active Pokemon and is damaged but not Knocked Out by an opponent's :water: Type Pokemon, each of Blaine's Arcanine's attacks do 30 more damage to the Attacking Pokemon.

Flip 2 coins. For each heads, discard an Energy attached to the Defending Pokemon. If both coins are tails, this attack does nothing.

If you chose 2 of your opponent's Benched Pokemon, this attack does 60 damage to both of those Pokemon. Sandslash is in the middle of a deep forest. His claws and arms are completely extended convexly, as if he had just did a last swipe with his claws. The grass and ground around him is ripped with streaks running through them. A somewhat, dark look is cast upon Sandslash.

You may do 20 damage to one of your opponent's Benched Pokemon (don't apply Weakness and Resistence for Benched Pokemon). If you do, Dark Sandslash does 20 damage to itself.

Poke-Bodies weren't around in this era. Also I'm assuming you must use a Gym Leader from Gen-1, IE: Brock, Misty, Koga, etc...
Also no cards in that era had a combination of 3 of any attacks or Powers.....

We have to make cards that are like the D&P Cards. You should read this:

I'm just a judge, I was asking the question for the sake of those making cards :wink:

Just in case anyone is still confused viable owners are:
Brock, Misty, Lt. Surge, Sabrina, Erica, Koga, Blane, Giovanni, Lance, Lorelei, Bruno, and Agatha

I don't know what Wally means by Team Rocket if he just meant Dark Pokémon, or if Jessie, James, and Giovanni (as an executive) are viable owners ( I don't think that there were any other named members in Gen I)
