What is this Boost energy and POR?

I seen that someone posted it in the Deck area and I have checked all the booster pack check lists(R&S/SS/Dragon/Aqua&Magma/HL)and I can't find it...also I can't find the booster series that Proffesor Oaks Research(that's what POR stands for right)comes in...?

What do these cards do?

And where do I find them?

You have to look in earlier sets.
Expedition, Skyridge, and Aquapolis are also legal in Modified.

Prof Oak's Research is from Expedition.
Boost Energy is from Aquapolis.
