What to do?

    What should a player do if he sees two players playing next to him, and notices that one player is cheating the other player? For example, I've heard about how kids would trick new players into not seeing the downside effect of Latios d (DS)'s second attack, thus winning by cheating, but the new player didn't know. What should an observer do about it?

    Can you explain what you mean exactly by "tricking them into not seeing the downside effect"?

    Exactly what you saw or heard them do can make a big difference in what you would do.
    Naming the attack that you are talking about would also help.

    If you are talking about the attack Psychic Force that does nothing if the opponent has no Stage 2 Pokemon in play and the attacker did damage anyway, that is misrepresentation of a card effect and could lead to anything from a prize penalty to disqualification.

    For something that serious, raise your hand to get the judge's attention and tell them what you observed.
