Where did Japanese Rumble cards 17, 18, 19 come from?

They were Eevee, Pachirisu and Crogunk. I know they didn't come with the normal Rumble set because I have that. So does anyone know where and how they were availible?

They came in the Japanese expansion Melee! Pokémon Scramble.

So you're saying that there were two differant Runble/Melee Scramble sets released in Japan? One with the first 16 cards and one with the other 3? Because I already said that I bought the Japanese Rumble/Melee set and it only comes with the first 16. (Though after re-reading what I typed it doesn't seem that clear that I meant I had the Japanese one)
