Will TA/TM be legal at SC?

i believe we did talk about this before, but im willing to repeat myself:

right now, it says in the POP rules that any Post - EX: Dragon sets are legal in modified format

TM/TA can be used in the State Championship, but not in any of the City Championships as what was said before.

We should get this striaght.

TA/TM is NOT allowed at any city championships.
TA/TM will be allowed at local tournaments after release.
TA/TM will more than likely be allowed at State Championships. It's not confirmed but reading the floor rules should allow it especially since it will be out for more than a month.

The rules say,

New Releases
All Pokemon trading card game sets and promotional trading game cards are allowed in POP-sanctioned tournaments as soon as they are released to the public.

In addition, highly competitive tournaments supported through Pokemon Organized Play may include specific rules on which expansions will be allowed for those events. New expansions may not be allowed for such events. Please check our website pokemon-tcg.com for specific details on the event.

So far the website says modified format.
