Because topics discussing Pokemon were having to be posted in the RTC forum since they didn't fall into the "News" category and some people were unsure if what they had to discuss was News or not and therefore were either not posting it at all, or posting it in a forum that was inappropriate for it when it was News or close enough.
Also, the News forum is the main forum, and it could use a bit more traffic than it was getting.
So, we decided that loosening the definition a bit would help make things more relaxed and keep topics of general Pokemon interest where they belong.
