Zoroark Foul Play

In general, can zoroark copy any attack without the negative effects of failing the attack due to now being able to discard energy?

Since its been talk about zoroark can copy reshiram's blue flare but what about rayquaza deoxys legend's ozone buster or anything within the same wording?

I don't want to give a blanket statement of yes to that.

For example, if an attack has a requirement, and says "if you don't [do it], this attack does nothing", then Foul Play doesn't get to ignore that.

Ozone Buster would be like Blue Flare. Do it if you can.
