The attack does 20 damage, but also says if an attack does damage to the Defending Pokemon, it does 40 more damage until the end of your Opponents next turn.

So does that mean Sharpedo's Crunch attack will do the 20 Damage (if it was the first time you used the attack on the Defending Pokemon) or would it do 20 plus the extra 40 when you use the attack?

It would still be until the end of your Opponents next turn when you use the attack, but I'm not sure when the effect of the attack would be triggerd!

Damage is done first, then effects.
So the 20 damage is already done by the time the effect is placed on the initial attack.

And any attack will do the bonus damage. The effect is on the defending Pokemon, not on Sharpedo.
