If Jirachi lv 39 (rr) with the poke-power "Final Wish" is on your bench and Jirachi that is your active pokemon, in this case Jirachi lv42 (la), is knocked out can the poke-power "Final Wish" be used for that knocked out Jirachi or does this power only cover Jirachi lv 39 if it is your active pokemon and is knocked out.

poke-power states" Once during your opponents turn, if Jirachi would be knocked out by damage from an attack, you may search your deck for any 1 card and put it into your hand. Shuffle your deck afterward."

I was just wondering if the power covers all Jirachi in play or just the lv 39 Jirachi that has the pokepower.

This is a ruling in the Meta Rulings section of the Compendium. meaning things that are always true, regardless of even what a card says.
A very good section to review for general concepts.

When a Pokemon refers to itself by name, interpret that card as though the text reads "this Pokemon". This has the practical effect of not including other Pokemon of the same name. If a Pokemon copies that text, it refers to itself, not the original Pokemon. (Apr 17, 2008 PUI Rules Team)
