Are there any SP pokemon that take energies out of the discard pile and attach them to pokemon??
I am trying to build a deck around Luxray Gl Lv.X and Electrode (SW) so when Electrode blows up I would to be able to attach those energies to some of my pokes

Such an underappreciated combo. In any case, I'm not aware of anything... why do you need it?

I was just thinking that when my Electrode blows up I just lost 2 energies and it will take 2 more turns before i can give those to my next Electrode. Also I am putting in toxicroak G/skuntank for machamp/gengar matchups so I would need some energy on him.

Re-read Electrode's power. When he dies, you can attach him as an energy. Meaning, this is how it works:
1. Attach to Voltorb. Pass.
2. Attach to Voltorb. Evolve. Blow yourself up. Attach as an energy to a benched Voltorb.
3. Bring up the benched Voltorb. Attach. Evolve. Blow yourself up.
4. Etc.
Basically, when you blow yourself up, you can attach Electrode as an energy to a benched Pokémon, meaning you can keep up the energy flow without much trouble.

The only SP Pokemon that fits your criteria is Electivire FB lv. X, although it ends your turn and is susceptible to Power Spray. However, as Politoed666 pointed out, there is no reason to worry about retrieving energy because Energy Shift provides a constant stream of energy for you (at least as long as you are attacking with Electrode).
On a side note, you should consider teching a Drifblim FB into your deck. If you've been able to successfully Bright Look and then KO Claydol(s), your opponent is probably going to be dropping Uxie(s) to continue drawing, and/or they are going to be stuck with little development on their bench. Drifblim FB gains 40 HP as soon as your opponent has 3 prizes left, which they will in little time due to your Electrodes, and then you can snipe things like Uxie or Basics that weren't able to evolve due to your opponent's limited set up options.
It would give you a way to take easy prizes without giving your opponent any KOs in the process.
