assuming you meant from the discard pile, then the only thing I can think of is

Pl #5 Dialga (http://pokegym.net/forums/view.php?pg=towercard&imageid=42390)

however, that's a one time shot on its own....

if you are going from deck, then SF #13 Bronzong (http://pokegym.net/forums/view.php?pg=towercard&imageid=41024), along with Roseanne's Research can help search out basic energy from your deck.

It's an Electivire from Secret Wonders - it's power lets you get one from your discard pile and attach it to electivire every turn. He doesn't have to be active or anything so he can do bench support with this. Unfortunately other than Lucian's Assignment (a supporter from I forget which set) I am not really aware of a way to move it from him later.

On the plus side, this is from a starter deck - ideally you would still be able to find that deck, cause then you'd get the whole line + other cards for 15 bucks (CDN anyways, not sure about USD)!

Fake edit: Magnezone Level X can move Electric/Steel energy as often as you want during your turn. However having magnemite, magneton, magnezone, and magnezone level x would kind of bulk up your deck more than I think you'd want to.

Delcatty + Claydol ... use Delcatty to put the energy from the discard on top of your deck. Then Cosmic Power.

There is a Pikachu and a Starmie that have the power to get 1 energy from the discard back to your hand.
