I was wondering if you can attach 2 tools like an Expert Belt and then an Unown Q. If not, can an Unown Q replace an already attached Expert Belt?

No.
Per the rule book, you can only attach one tool to a Pokemon.
It doesn't need to be written on each and every tool.
That's just "reminder text".
