What people are required at Sanctioned Tournaments?

At Pop sanctioned tournaments I know you need a Tournament Organizer, obviously, but I took the professor exam and it said a Professor wasn't required? I thought only Professors were able to be Judges? Or can a Judge just be anyone? Or do you not even need a Judge at a sanctioned tournament?
