My Parrot

I have a pet Parrot named Bo. He can speak English for the most part and knows all the basics of the Pokemon TCG.
My question for you is, could Bo play competitive Pokemon TCG if I can hold his cards and draw all of them for him. (not saying a single word but only doing what he tells me to do.)
So far he can play Theme Decks just fine and is working on common archetypes.
Since he is 5, he would be a junior, so would he be able to play?
