Hi, I saw somewhere in this forum that the new Pokemon format is Expedition on... without best of promos, but I just looked and someone said that Professor Elm IS allowed... can someone tell me which is true... is it or isn't it allowed?

It is not allowed in Nintendo's new Modified.

There are some tournaments in England that are not sanctioned that will allow best of cards in a different version of E-on and that makes sense for them since they don't have access to the new Nintendo promos yet (001 and on).

To tell you the truth, I wish they had allowed the Best promos in the format since most of the Nintendo promos are alternate versions of other released cards. Ah well.
