Okay question can i play a basic make it active..then walley it to stage 1, then rare candy to stage 2
second question can i evolve my active then play a walley's to evolve him to stage 2 in same turn?

question 1: no you cannot wally's then rare candy however u cud rare candy then use wally's
question 2: yes u can

Take a look at Rare Candy-it only works on basics.

If you archie/maxie a Stage 1 into a basic then u can rare candy a stage 2 onto the basic making the stage 2 a stage 1 now...

Not according to recent rulings. If you archie/maxie a S1 into play and then evolve, the card is considered a Stage 2. Look up the rulings for Lati@s* in the Compendium, I'm too lazy...

joehardyreturns play is correct. as is Bullados's comment on the significance of Stage 2s always counting as Stage 2s
You can Maxie a Stage 1 into play, it then counts as a basic pokemon ,and then evolve it to its stage 2 using rare candy.
The only thing I would have said is that the Stage 2 is still a stage 2 and not now a 'stage 1' pokemon. In full it is a stage 2 evolved pokemon with only one card underneath.

Guess i'm complicating matters again.
Here goes:
== SHINING STAR (Latios* - EX:Deoxys)/== ARCHIE / MAXIE (EX:Team Magma/Team Aqua)
Q. If my opponent used Archie or Maxie on a Stage 1 Pokemon and then evolved that Pokemon into its Stage 2 evolution, would I be attacking the new Pokemon with Latios*'s "Shining Star" for 50 or 150 damage?
A. Shining Star requires two conditions to be met in order to do the extra damage: 1) The opponent's Pokemon needs to say "Stage 2" on the card; 2) It needs to have a card beneath it, i.e. be "Evolved" (it does not need two evolutions beneath it, but at least one). For example, if a Pidgey had been Rare Candy'd to Pidgeot, the attack would do 150. If you had started with a Stage 1 that evolved to a Stage 2, the attack would do 150. If you had Maxie'd a Stage 2 directly into play, the attack would do only 50. (Apr 7, 2005 PUI Rules Team)

Guess I forgot that stage 2's can still be considered stage 2 provided it has something under it!!
