Changing Active Pokemon

So this time my question is about changing Active Pokemon IF your opponent doesen`t get basic pokemon and you draw 1 extra card. Let`s say you have Lotad as your active pokemon,your opponent doesen`t get basic pokemon, you draw an extra card and the extra card is Dunsparce,SO can you change Dunsparce with your active pokemon before the game starts???
