Lt. Surge's Electrode

When Lt. Surge's Electrode Shock Blast power activates:
Pokemon power:Shock Blast Whenever Lt. Surge's Electrode is damaged by an attack, flip a coin, if tails, this pokemon power does 20 damage to each active pokemon(Don't apply weakness or resistance). This power can be used even if Lt. Surge's Electrode is Paralized, Confused, or Asleep before you are attacked.
I have 2 questions. First, does Shock Blast affect Lt. Surge's Electrode and the pokemon attacking it? Second, in 2 on 2, will all 4 pokemon be affected by it?

1. Yes, but it doesn't trigger itself.
2. Should be all four (since it says each instead of both).
